Benefit Navigator

A benefits screening and policy reference tool for case managers, with a chatbot over plain-language versions of program rules.

Benefit Navigator

About This Project

Benefit Navigator takes benefits policy documents and renders them in plain language, which can then be translated, so case managers can use them while helping someone apply and enroll. The same material is reachable through an AI chatbot, which more than 500 case managers piloted from September 2023 to November 2024. The tool also carries a screener and a calculator that estimate which programs someone qualifies for and what they would receive, using inputs like family status and income changes.

The nonprofit Amplifi has been building the software since 2020. Earlier testing across more than 60 agencies helped more than 17,000 California households reach $185 million in benefits they had not been claiming, with an average annual increase of $10,000 in benefits and tax credits. The tool is now available nationwide to every state and county.

Amplifi says it is looking at agentic AI that would complete benefit applications for humans to review and approve.

The context for the November 2025 nationwide launch was federal rule changes. Route Fifty reported an estimate that 11.8 million people could lose Medicaid coverage and 4 million could lose SNAP benefits as a result.
