Nava Labs Benefits Enrollment Tools
Experiments and pilots on AI tools that help agency staff and benefit navigators find which families can enroll in WIC, SNAP, and Medicaid.

About This Project
Nava Labs builds and tests AI tools for the people who help others enroll in public benefits, covering the Special Supplemental Program for Women, Infants and Children, SNAP, and Medicaid. The team started with user research across the whole application process, talking to navigators, to program beneficiaries, and to strategic advisors. They scoped their first experiments to SNAP program rules to keep the work consistent.
Nava reports that they regularly began an experiment by testing whether an AI tool solves the use case at all, before building anything.
Nava ran a Los Angeles pilot of an AI chatbot that assists caseworkers connecting families with benefits. They also published early research and prototypes for helping Maryland automate verification of H.R. 1 work requirements.
